NDRC approved to raise on-grid power charge by 2.6 cents per kwh in Shanxi

The Price Department of NDRC has agreed to raise the on-grid power charges in Shanxi by RMB0.026/kwh. However, the terminal price keeps stable and the increasing cost is shouldered by the power grid enterprises.
The coal price keeps rising this year and the electricity generation enterprises are confronted with troubles. Recently, the topic of restart of coal price and electricity price linkage became heated, while the biggest trouble is the contradiction between the market coal and planned power. Although the NDRC required that all the coal companies should not raise the price in any reasons, the enterprises are trying to increase the price with efforts. Before the NPC and CPPCC in 2011, the top five electricity generation groups jointly reported to SASAC, NDRC and State Council to reflect the coal price growth and the operation condition in the companies, hoping to adopt the policy of coal price and electricity price linkage again.
The NDRC issued emergency notice in early April, requiring stable coal price in each province.
National Energy Administration, along with the price department of NDRC, plan department, coal department and electricity department of National Energy Administration conducted intensive investigation to Datang, Huaneng and Huadian in terms of the contradiction between coal and electricity as the deficit in Shanxi has obtained high attention from NDRC.
The great deficit of Shanxi power plant is mainly caused by the upward trend of coal price, in addition with that the cost of coal price is much higher than that of price. In the 436 enterprises operated by top five groups in 2010, there were 236 of companies running at a loss, accounting for 54%. The on-grid power charges is lower than the average level in Shanxi and the coal-fired power plants are losing severely. Ended by 2010, the deficit amounted to 13.3 billion yuan in the whole enterprises.
The industry sources from Shanxi stated that this price growth could only postpone the operation difficulty in the plants instead of long-term method. At present, the on-grid power charges are lower by around 0.1 yuan in Shanxi than that of the average level in the country.
