18 ministries suppress the backward production capacity

18 ministries including Ministry of Industry, Development and Reform Commission, Ministry of Environmental Protection and Energy Bureau issued "The Plan of Phasing out Backward production capacity" recently. The plan defines the work of eliminating backward production capacity, assessment procedures and incentives in detail.
According to the program, for the provinces (autonomous regions and municipalities) whose have not finish the task of eliminating backward production capacity, the Development and Reform Commission, Ministry of Industry, Ministry of Environmental Protection and Energy Bureau and other departments will strictly control the National investment projects in these areas, and suspend the approved projects in the region. For enterprises that fail to eliminate backward production, in addition to revoke sewage disposal permission, withdraw production licenses, if necessary, local governments and related departments will stop electricity supply.
For those companies which have completed elimination of backward production capacity, in line with the national land management policies, governments will give them priority in land development; enterprise transformation, new projects, production licenses, assets disposal, placement of workers will also win government support.
