China proposes new measures to regulate rare earth sector

China has started public consultations on draft regulations that touch on issues covering quotas for rare earth mining, smelting and separating, as well as monitoring and enforcement as the country is considering new rules aimed at protecting its domestic rare earth industry.
According to the draft regulations released by the Ministry of Industry and Information Technology, only large state-owned groups can mine, smelt or separate the minerals and other private firms without production quotas should be banned from such activities. In addition, a traceability system for rare earth products is proposed to strengthen management and promote data sharing among relevant government departments.
